For the long-term health of a salmon run, it must have properly functioning conditions-the physical and biological characteristics of an ecosystem that the fish must have in order to spawn, breed, rear, and migrate.

The factors that affect the health of salmon runs and environmental conditions are often divided into the "4 Hs"-habitat, harvest, hatcheries, and hydropower. In each section, you'll find a description of the problem, summaries of the related laws and policies, and details of how they pertain to WRIA 1.
